Is there free card management?

I want to develop something using this control: Bing Maps Control

Is there anything expedient and free?

Previously, I will use it for training, but later it will be ready for production.

Bing Maps control is free as far as I know. But if you want to use arbitrary tile sources, try Deep Earth

There is an open source project at www.openstreetmap.org , and I think this is the best choice in the long run. You can set data for the whole world or only the countries that you need on your server, there is an exact update of the data ... Or you can use maps from the main server, embed HTML, etc.
