Computer on a PCIe Card

Does anyone know a COM that fits on a PCIe card that has flash memory, some kind of RAM, JTAG support (or some kind of debugging support), some input ports like USB may support some output, for example , via VGA or LVDS, like this board: http://www.knjn.com/FPGA-PCIe.html but not for FPGA development, but for microprocessors, preferably x86.

In the past, there was something similar, but the link is dead, and it should have enough documentation and be hacker (and cheap, no more than 100-150 US dollars).

I will write a driver for the host system (linux) for intersystem communication, but the PCIe card itself should be quite autonomous (in addition to the operating system for the guest OS on the PCIe card, which I will also have to write).
