Sign META "expires"

Thus, using pagepeed in FF, I was able to find some areas on how to reduce page load time.

One section mentions the use of the META "expires" tag and lists all of my CSS and JS files, as well as IMG files.

Now, if I simply included this tag in the index.asp homepage of my site, say, 1 year, does this apply to all elements downloaded from the homepage?

Google recommends using the "expires" tag. This is the correct formatting for this tag:
