Google App Engine Always On Feature

Can someone explain what the Always On feature in Google App Engine is? How is this useful? An explanation with an example will be appreciated.

Basically, Google disables app apps for app apps when they don't have traffic. With this function, you can pay extra for the constant launch of the instance. This saves time with traffic, since time is not required to start a new instance.
