Menu unavailable with WAMP Server 2 Tray icon on a Windows 7 computer

I downloaded and installed WAMP Server version 2.1d on my computer running Windows 7. When I select "start WAMP Server" from the "Start" menu, a tray icon appears, but it does not have any features. When I hover over, a hint tells me that 1 out of 2 services has started, but the server is down (which is probably a separate issue). I started the Windows update and installed an additional update for my graphics driver. What else can prevent the WAMP server menu from appearing when you right-click on the tray icon?

In any case, I hope you get the usual options when you leave a click on the tray icon. Right-clicking on the icon in the tray allows you to change the language (which I hope you do not need), a link to your localhost (can be found at C:\wamp\scripts\refresh.php) and a link to the wamp website . I am sure that these parameters do not affect the functionality.
