Does the JVM have a garbage collector?

In the calling-system-gc-explicitly question, a remark was made that “you cannot” force the “universal JVM to do garbage collection because the garbage collector is not really required by the JVM specification." My question is whether there is such a JVM (and how and where it will be used, if so).
