C to call pam_passwdqc.so and specify the strength of the password, pass / fail

Is it possible (and where can I find documentation on the interface) to write a simple C program to use pam_passwdqc.so to determine if the potential password is strong enough to pass the assembly to passwd?

I think you really want libpasswdqc , which is a standalone version of the PAM module. Source / download links are in the middle of the page (note that if you just want to test the functionality, maybe you just need a library).
