Intellij IDEA Persistent Changelists (after commit)?

Does Intellij IDEA 9 or 10 have something like a permanent list of changes? I want to keep track of the list of files after committing; I would like to continue to make updates based on one use case or (JIRA).

Favorites are not as intuitive as change lists, because they cannot group work units into separate issues. This is the only list I should actively support. In addition, I would like to be able to track the file separately in several change lists.

Finally, I looked at the plugin that can do this, but found nothing.
