How can I create an msi from a cab file?

I need to bring Crystal Reports Active X Print Control to my users, since they do not have access to their own machines in order to install them themselves. Ideally, I would like to do this through MSI, which I can push through Group Policy.

Below is the INF file from the CAB. From what I read, I believe that I can repackage this in a β€œcustomization project” in Visual Studio, but I'm looking for some tips on how to do this.
