What is the Oradiag_ <user> folder?

Question

What is the Oradiag_ folder that is created in my WinSCP folder?

Why is it generated? And is there to remove it forever?

Each time I enter, it returns when I delete it.

As of Oracle 11g oracle, the directory location for diagnostic and warning files has been redefined:
