MSI or Install Shield

We need to create an installer for our application. We currently use Install Shield LE, which is free with Visual Studio 2010. We need some of the non-free features of Install Shield and are thinking of upgrading to the full version.

However, before updating, we would like to consider other options. From conversations with other guys around the office, they mentioned MSI. I am new to the installer world, so I was curious if any of you have an opinion on MSI or Install Shield.

Requirements for the installer:
1. It is necessary to support user actions
2. Must support dialogs
3. We also need to get information from the user at run time and place it in the configuration file. Not sure how this will be done. I think Install Shield installed Script?
4. If it supports multiple languages, this will be a huge bonus

Any input would be appreciated.

Although InstallShield comes in xml format, you really want to edit it through an editor. It is designed this way, as the main goal of InstallShield is to sell you licenses. WIX works much better for merging and integration and easily breaks down into reusable elements. Go with Wix ...
