Marketplace and license

Can someone explain to me what this means that Marketplace allows applications under BSD, MIT, Apache Software License 2.0 and Microsoft Public License. Does this mean that I can’t use the DLL with this license, or is it just for the whole application? Because, for example, the Windows Phone Toolkit is licensed under Microsoft Public.

The only “prohibited” licenses are:
