Everything that is possible in PHP is possible in Python. I'm not sure the opposite is true. And if so, it will require jumping hoops that you do not want to jump.
Most of the things that are ridiculously done in PHP for the web are not so difficult to do in Python (just using the standard library). As an example, creating a page with a field 3 form that sends you an email without any verification is pretty easy in PHP compared to Python (without any frameworks).
For less trivial applications that you build from scratch, numerous Python frameworks and web development utility libraries will make your life easier in the long run compared to using anything that exists for PHP.
This is a position on the Internet ... Well, facebook clearly does not use it :)
But companies like Disqus, Quora, Reddit, Digg, NASA, and many others use it for web content.
