Designing a social networking site - DB and Front end?

I work on a social networking website that requires people who have close ties and relationships (of different levels) to be stored and retrieved in a database in an efficient manner?

Can I find out the answer to the following questions: i) Any idea that is the best database (in terms of simplicity and efficient queries) for such projects? ii) Any idea what can use orkut / facebook on the DB side? iii) Think about which technology I should choose for the front end to give it a modern social site-site-look and feel?
