What version of Android should I develop?

Just started to develop for Android, the idea is to create an application available on the Android Market. I would really like to be able to use bulit in Graphic Layout (WYSIWYG) to create a user interface. Now I have two questions:

  • From what I see, almost all users currently use Android version 2.2 or earlier. As far as I understand, in version 3.0 there are many improvements in creating the user interface, but when will version 3.0 be available for the greater mass? Should I continue to develop for 2.X users or should I go with 3.0?

  • Do you recommend me to use the "Graphic Layout" to create the user interface or should I do it manually using xml files? I read that "Graphic Layout" did not work so well in an earlier version, but much better for 3.0?

Current data are more reminiscent of: 60% - 2.2, 27% - 2.1, 1% 2.3 *, 6% 1.6, 5% 1.5

So, with 2.1+ you reach 88% of the market. 3.0 is probably something in the future, but is only available for tablets right now - development exclusively for it will leave all mobile phones for a long time.
