Yes, it is still used in some situations.

In my day job, we have a couple of cases where we use SQL Bulk Copy, which requires good ole 'Connections and Commands.

In addition, SQL 2008 R2 has several new data types (Geography, Geometry, Hierarchy) that are not supported in the Entity Framework. In these cases, one approach is to revert to the actual Ado.Net.

Older applications still use the classic ADO.Net. There are many older versions of 3.0 and earlier that use it, and it may not be practical to port it to EF or LINQ to SQL.
