Recently, I started working on a project in MonoDevelop, and, unlike VS2010, there is no shortcut key for switching comments, and I really liked this shortcut.
Fortunately, in OS X you can create your own keyboard shortcuts for any application in the system settings, for example:

I put it in all applications because its directly on MonoDevelop.app does not work. And, seeing how MonoDevelop does not use OS X UI, but one that is similar to Linux, I assume that it does not work initially.
As expected, the shortcut is tied to MonoDevelop, as well as to all other applications, and it appears in the menu:
