Get all past tweets via the streaming API via Twitter

How can I get all past tweets via the Twitter Streaming API? As you know, he sends tweets in real time, not past. The useful count parameter was disabled in 2010. The REST API has such bad restrictions that it will take a lifetime to get all past tweets. Is there any solution?

Sorry, you cannot retrieve historical tweets from the streaming API unless you have increased access (e.g. Firehose, Retweet, Link, Birddog or Shadow). You can request additional access by sending an email api to twitter dot com . Please note that you cannot use the track with score option .

When using count , only the last 150,000 statuses sent via Twitter are available. To quote Twitter docs:
