I am not sure if this is a VB.NET or SQL Server error. But I get the above error with the following stack trace:

To finally solve this problem.

Your workgroup should not have a combination of static and dynamic IP addresses. If you want to set up a static group, do not enable dynamic connections - vice versa.

After that, the error message "Timed out" should not appear.
