I'm not sure any layout you described has ever been considered for CSS, so I'm not sure what the pros and cons are.
CSS layouts usually do not allow you to link to a browser window other than position: fixed;that Internet Explorer does not support in version 6, so I assume that there are problems associated with the implementation of such layout features. I like to hear from everyone who knows some of the features.
