WiX patch does not update files correctly

My test fixes in the "admin-image" style do not allow me to update an existing installation correctly. When using msiexec / lx, I get the following information related to the fi_executable.exe fix:

Thus, even though the version number changes and the Windows installer notes that the patch modifies the file, the Windows installer does not recognize that there must be an update to the executable file.
