"submit for review" is disabled for in-app purchase

Based on all the steps described here http://troybrant.net/blog/2010/01/in-app-purchases-a-full-walkthrough/ , I created a new application, uploaded its binary and rejected it. I also added the product, but its status is in "Ready to send", and the upper right button "send for verification" is disabled. This is normal?

I also noticed this yesterday. I stumbled for a while and then noticed that on the "Add Version" page for your new binary there is a list of application purchases that you can submit for consideration along with the binary code. Checking these in-app purchases and sending the binary file put the in-app purchases in an idle state. It is difficult to assume that there is a button “Send to view” on the page “Purchase purchases”, which was not available when I never had to click it.
