other browsers still think this section is commented out. How to make other browsers see a stylesheet?

<!--[if !IE]><!-->
<link rel= ...
<!--<![endif]-->

Basically, you want to close comments without closing the conditional IE section. It remains just normal HTML for other browsers, becoming an exclusion zone for IE.
