I tried udev as recommended ( udevadm monitor). VGA-Plug is reported after approx. two seconds. If I poll him, the changes are reported almost instantly. What's going on here?

If the polling were constant, there would be a lot of CPU time loss, and the event time would be distorted in the output log. When you manually conduct a survey, this happens instantly, without a timeout.
