Cms with spring frame support

We are building web self-service for a mobile operator. We expected the system to have about 3,000,000 users and 30,000 visits per day. Based on Java, the widespread use of Spring to integrate the billing system, oracle db.

The project has a number of additional requirements, such as:

  • There are 3 versions of a public site designed for:

    • Broadband Internet access with support for major browsers
    • mobile devices
    • touch screen devices
  • page layout, text and multimedia content from the open part of the site depends on the user profile (region, language, tariff plan)

  • privileged users (administrators) should be able to configure css, page layout (page composition), site menu, some text / media content from the administration area

  • full-text search on the content of the site and on some internal structures of the billing system with a search widget in the open part of the site

  • Visitor Visits / Service Usage Statistics

It seems to us that this set of requirements can be met by reusing some Java-based CMS.

1) We are trying to evaluate whether we will get some advantages if we have ready-made open source java CMS codes. Or is it easier to build these parts ourselves?
