Are all headers in / usr / include considered a public MAS API?

Are all the headers in / usr / include guaranteed to be considered part of the public APIs when it comes to Mac App Store views?

Consider, for example, the file /usr/include/copyfile.h

The comments in this file say this: "This implementation is incomplete and the interface may change in a future version." Does this mean that the title is not publicly available? How to determine if a title is publicly available?
