Is there a way to have CSS borders outside the field (div)? Or an alternative solution

I want the backlight (hover) to expand to the edge of the external window (service menu). Just like a pop-up menu. The menu itself is contained in another div -enter image description here

I do not think it is possible to have negative boundaries just as you can have a negative complement.

Does anyone have a good idea how to get the menu highlight to go to the edge of the external window on hover?

By the way, this is Drupal w / Nice Menu.

It seems that the problem with margin, trying to change the margin to indentation, should work almost exactly the same and go to the edge.
