SCORM Cross Domain, SCO-Fetcher or any other solution

Trying to find a solution for this, we have an LMS server and content servers throughout the United States, so the user gets his content from the nearest place.

Current scenario

I found a solution using SCO-Fetcher mentioned in these two links below and illustrated below, but I can not find any information on how to implement a similar solution.
