What are the best 2D animation formats you can use for Android games

Question

I know that its ability to use a sequence of images in a sprite, however, I would like to have something more decent, depending on the frame rate, similar to some of the available 3D shapes.

I would prefer something based on a vector, similar to Flash, if any.
