How do I programmatically determine if Full Keyboard Access is enabled on MacOS?

Full-featured keyboard access mode is enabled or disabled in the keyboard preferences panel - it is indicated here:

and here:

Disable full keyboard access for the application

but nowhere on the Internet did I learn how to determine, in my application, access to Full Keyboard Access. I am writing a custom radio control and want to allow it to be included if full keyboard access is enabled.
