Should I run my new C # based program in Silverlight or WPF?

Should I run my new browser-based C # program in Silverlight or WPF? It will be browser-based, but it will only be used in our organization, my program will have to talk to Windows files, if that matters.

I only made Windows Form applications and ASP.NET core applications. I do not want to rewrite this in the near future if Silverlight falls.

What will you advise to simplify training and future verification for a Windows programmer.
