How to make a phone ring for Android?

I want to make an Android phone ring through code. For example, an installed application and use receives a call that the application is listening on. If a certain number of calls, then a specific ringtone is played. How can I make a code to call an Android phone?

Well, first of all, I thought it was a good question, but, apparently, people do not understand what you are asking. I think you want to call the phone you are calling with or something similar, I don’t know what is possible, but this is a phone call tutorial from the official Android website:

This is part of the Android functionality anyway! I am sure that this cannot be done using the Android application without changing the OS. Applications cannot initiate incoming calls for security reasons.
