Creating Illustrator Overlays in SVG

Question

When I load my layered SVG files into Illustrator, all the layers work as they should, but they are always located under a new layer; "Level 1", which I did not indicate.

How to create an SVG where my top layers are also included in the top layer in Illustrator?
