Windows service does not stop or uninstall when uninstalling (Wix)

Question

I saw several related stackoverflow questions that relate to this, but none of them seem to respond to the specific behavior that I am observing.

I have a Windows service defined as follows in the Wix 3.0.wxs file.

When I install .MSI, the service installs and starts. Fine.
