Is there really a Java kernel?

In the Java update FAQ, it mentions a new thing called Java Kernel: http://java.sun.com/javase/6/6u10faq.jsp#JKernel

This basically allows you to install only the minimum components to run a Java program. I wanted to use this with my web applet so that people without Java could get up and running quickly.

However, I cannot find any information about this anywhere. There are no examples or manuals showing how to use them. Is it still there or am I missing something?
