Vs2010 - shortcut for String environment with double quotes

I worked with a developer who selects text on an aspx page and applies a keyboard shortcut to enclose it in double quotes.

For example: runat = server. when I select the server and press ctrl + somekey, it should be runat = "server"

Can someone tell me what a keyboard shortcut is, I tried a lot to work, but could not find it.

We are currently reviewing the page and need it badly ...

The developer may have used a refactoring tool such as CodeRush or Resharper . Check out this link on how you can do something similar without additional tools.
