Wi-Fi broadcast test results do not work

I wrote a simple broadcast receiver to show a toast message when the wifi check is complete. I can not see anything. Here is my code:

I started with Max's answer above, and when that worked, I proceeded to uninstall android: enabled = "true" and then changed android: name = ". MyReceiver" (and not the full path). It continued to work (2.2, API 8)! By "work" I mean that MyReceiver received broadcasts when I turned WiFi on and off (I did not stick into additional functions, etc.). I also have ACCESS_WIFI_STATE and CHANGE_WIFI_STATE permissions.
