Raw Input API. Scope in OS Windows 7 / Vista. Can it be applied to the whole environment or only to a focused window?

Redefining an amateur developer who outsource some of my work and makes it part of it. I am working on a dictionary / thesaurus / spell checker and sentence application that I am trying to use for all applications in a Windows environment.

I used interception to get the key-stokes and show the output when a person types for definitions and suggestions for writing. That is not all I want. Perfect for checking spelling and sentences, but in order to click on an existing word or touch screens, touch a word that does not work.

I read the Raw Input API on MSDN and thought it would work, but my developer, who I hired, advises me that the RAW input area is only in the window with focus and therefore cannot make a low-level connection. I am considering making an effort, but would like a second third fourth perspective before I make an effort.
