Error: package 'lsei' is not installed for 'arch = x64'

I recently upgraded from R 2.9 (I think) to R 2.13 on my Windows 7 machine. Since the update, I had a problem downloading the next package (lsei.zip).

Error: package 'lsei' is not installed for 'arch=i386'

I read some thread on Stackoverlow and other R-help forums, but their answer does not seem to solve my problem. (for example, deleting an old copy or reinstalling all packages)

However, I was able to install and download the package successfully on my Mac. Therefore, I think it should be something related to Windows, but not sure what it is.
