Where can I find my.cnf or my.ini?

I read about MySQL replication and I need to change some configuration, but I can not find my.cnf or my.ini file. I don’t know which version of MySQL I have, but I downloaded it a long time ago, like .zip. Windows 7 64 works in my box. Where can I find this file? Should I create it? Where? Thank.
