In Emacs, how to prevent the same buffer from appearing in different windows in the same frame?

I am not sure how to accomplish this.

I am currently creating my own bzr Emacs for Windows, so I see that "display-buffer" now has a SPECIFIERS parameter, which may be interesting, but I have not found specific examples of how to use it.

But this problem really needs to be solved before calling the display buffer.

For example, the help window previously visited Buffer-A, but I visited Buffer-A in another window, reading the help. Now when I exit the help window, Buffer-A appears there. I want another useful buffer to appear there.
