Are table names in a case insensitive question?

I read the article. They quoted it,

SQL Server is a registrar-specific application. This means that the table named "addr" is different from the table named "ADDR". However, since Microsoft Query is an MS-DOS-based application, it is unable to distinguish between cases; therefore, Microsoft Query treats "addr" and "ADDR" as the same file.

Now I wanted to know what they mean case-sensitive back-end application? Is it safe to use querywith case-insensitivity?
