I run "cabal install && yesod devel" using yesod 0.9.2.2, but it only listens using ipv6. Does anyone know how to configure it to listen on ipv4? I am running it on Windows 7.

The symptom that you described so far has been observed on BSD and Debian, but it looks like Windows is also affected.
This is a known issue with Yesod, or in fact with Wasp, or more precisely, with the network library. One place to observe this issue is this githup issue or the ongoing discussion on haskell-lists , which was partially triggered by your question.
