WPF: unable to resize window without horrible visual effects

I am trying to learn WPF (I worked a lot with WinForms, but I am new to WPF) and I have a problem when resizing windows. There are terrible visual effects.

I do nothing, even an empty window does not display correctly when resizing! I have no problem when the window is maximized. What is the problem?

Windows 7 32-bit / .Net 3.5 / Raden HD5850
