Create stop videos from images using PHP

Question

Is it possible, using PHP, to create a video file (the format does not matter at the moment) from a series of images?

I'm not talking about creating animated GIFs, but real videos.

Yes, but why do you need it? PHP is not suitable for writing video compression software (for example, for implementing the H.264 encoder itself), since a chainsaw is not suitable for neurosurgery. Use external tools like ffmpeg to do this for you with much less problems / pain.
