What files / folders need to be added to the source control?

I need to know which files and folders must be added to the source control and which files / folders may be omitted.

I know that I can leave bin / and obj / with the .suo file as it depends on the user, but what about the rest of the tree?

Can we safely ignore these folders? bin /, obj / and My Project /.

What about WindowsApplication1.sln and WindowsApplication1.vbproj.user?
