System.ServiceModel.Internals.dll: Where did it come from?

What structure / sdk / update or something else installs this dll?

We tried to identify the source of the dll, with Silverlight 4, RIA Services, Silverlight 5 SDK, which were considered suspects, but apparently none of them were to blame.
