HTML5 spin wheel image (e.g. roulette wheel)?

Question

What is the best way to emulate a spinning roulette wheel in HTML5?

The rotation of the wheel should be controlled by some input (i.e., rotation speed based on some user input). Wheel markings should be blurred when the wheel spins quickly, but as the rotation slows down, the marks on the wheel become more and more readable.

Are there HTML5 libraries that support this, or do I need to program the animation manually?

This also needs to be supported on iOS devices.
