Build in Variety Collection

Question

How to set up synchronous assembly in diversity collection? I need a Multi-BuildController for a collection of variety. Is the solution to manually install another build service and register another build controller in the second build?

The reason we have separate Team Project Collections is because we have different departments, and people participate in different projects from different departments (for example, website, desktop, data processing, mobile programming). Therefore, I want each body to consider a related collection with itself, and not with others.
