Failed to load Android packages via SDK and AVD Manager

This error message is:

 Downloading Android SDK Platform-tools, revision 8
 File not found: C:\Program Files (x86)\Android\android-sdk\temp\platform-tools_r08-windows.zip (Access denied)

When I look in the "temp" folder, it is empty.

What is the problem?

Running "SDK Manager.exe" as an administrator should solve your problem. It worked for me.

It seems to help move it to another folder, I just moved the C: \ Program (x86) \ Android directory to C: \ Android. Using Windows 7 x64.

    4. Click the Add button.

    1. Type "All" in the "Enter Object" field and click "Check Names."

    2. Then click ok

    3. Now select "everything" in the Box usernames and give it full access to the "Permissions" field.

    4. Click ok and Ok again to exit.

(: now you do not need to run the SDK Manager as administrator every time
